User Consultation Procedure
Legislative Decree 24/01/2012, no. 1, converted with Law 24th March 2012 no. 27, transposing Directive 12/2009/EC on airport charges, defers to the Italian Transport Regulatory Authority (hereafter ART) economic regulation and supervision duties, including the approval of charging systems and the level of airport charges.
On 09 Mar 2023 ART published the new tariff models which regulate the determination of the tariffs for services offered exclusively by airport managers and the process of sharing tariffs with airport users.
On May 7th, 2026, Sacbo reached an agreement with airport users regarding the 2026/2028 tariff period, and on June 25th, 2026, ART, approved the compliance of tariff proposal (Resolution 100/2026), subject to the implementation of corrective measures, which are duly described in the published annual report.
As defined in paragraph 8.2.1 of Resolution 38/2023, the annual disclosure document which summarizes all the information required by that same paragraph of Resolution 38/2023 has been made available to airport users.
A disclosure document has also been prepared for the definition of the PRM fee applicable in 2027, in accordance with the ENAC Guidelines (Edition No. 1 of 08/09/2018).

How to access documentation
All documentation concerning the proposed revision of airport fees, will be made available to Users for the entire consultation period. All documentation is confidential and cannot be disclosed by airport users.
Interested Users can acquire information, explanation, clarification and/or access to documentation concerning the proposed revision of airport charges by following these instructions:
- Please read the privacy information pursuant to European Regulation 2016/679
- Please request a password to access the confidential area, send an email request to [email protected] with the subject "Consultation document" together with the confidentiality agreement duly completed and signed.
- Please wait for personal access credentials to be sent by email before entering the private area and accessing documentation (the Company reserves the right to deny sending these access credentials in justified cases, e.g. users who do not qualify as "interested users").
By Airport User, as per ART Model 38/2023 Measure 1 point 37, we mean any individual or organisation responsible for the carriage of passengers, mail and/or freight, to and from the airport concerned.
Public Hearing
In compliance with the provisions of paragraph 6.4 of ART Model 38/2023 and paragraph 6 of ENAC Guidelines, an Airport Users Public Hearing has been scheduled for October 27, 2026 at 10:30, to be held at Sacbo Headoffice, Auditorium Hall Ilario Testa, Grassobbio via Orio al Serio 49/51.
Any Airport Users interested in participating in this Public Hearing are kindly invited to email confirmation before October 19, 2026, to [email protected] to allow the Company to organise the logistics of the meeting.
Only Users provided with a regular proxy by the legal representative or attorney can participate in the voting for PRM fee.
Users wishing to participate in the Public Hearing via video call must forward a request to Mr. Lamera Nicola by email at [email protected] no later than October 19,2026. The request must provide:
- 1. the name of the person who intends to participate
- 2. the email address to forward the link for the web connection
- 3. delegation by the legal representative or attorney
- 4. copy of the identity card or equivalent identification document of the delegated person and the delegating party.
